2. how changes can be made to the public network when there is a pressing need or wish to re-locate a public right of way;

Defra's Presumption Guidance - this guidance came into force in August 2023 and advises Councils dealing with applications for changes on the weight that should be placed on the impact that intrusive public rights of way have where they cross farm yards, private gardens or commercial premises; and
4. the pending ‘Right to Apply’ legislation which requires Councils to determine applications for changes to the network within four months of receipt.
